Can't register MCP member site

Just past 70-270 test and receive 2 email from MS told me to register the MCP
member site, after i fill in the MCP ID and access code form those 2 mail the
follow message display:

Error: Problem in registration of your profile. Error calling
PrepareCustomerMerge:
Microsoft.MSCOM.MSIndividual.Customers.MsiSoapException: Customer account is
locked out ErrorCode:0x8110FFFF ID:{******-******-******-******-******}
Host:[207.46.130.30]. at
Microsoft.MSCOM.MSIndividual.CustomerService.PrepareCustomerMerge(CustomerSearchCriteria
searchCriteria), please contact Customer Services Representative for
assistance.

Anyone else having the same problem?

From time to time the registration site may experience technical problems.
I have seen it before. My suggestion is wait 12/24 hours and try again. If
it still does not work then send an e-mail to mcphelp@microsoft.com.

Maybe I can't fully register the intent of your question, but
registering at the site is usually recommended, not registering the
site itself.
