XP SP2 IIS won't start

This is a brand-new install of Windows XP SP2 (SP2 was included in the
original installation) on a Dell Optiplex GX280 with 512mb RAM. I've
installed IIS, but when I go to start it it says:

The service cannot be started, either because it is disabled or because it
has noe enabled devices associated with it.

There is also this error in the System Event Log:

DCOM got error "The service cannot be started, either because it is disabled
or because it has no enabled devices associated with it. " attempting to
start the service IISADMIN with arguments "" in order to run the server:
{A9E69610-B80D-11D0-B9B9-00A0C922E750}

I've tried uninstalling and reinstalling. All I have installed is the .NET
Framework 1.1 and hardware drivers, and it was giving exactly the same error
before I installed the Framework.

Welcome to MSDN newsgroup!

Based on my experience, the event log indicates the current WWW service did
not start because the DCOM component encountered an error. I suggest you
check whether the IIS admin service is running (input ¡°services.msc¡± in
¡°run¡±). If the IIS admin service is not running, please start it and then
restart the WWW service.

If the error persists, I think there may be is other important information
in the event log. Please attach it here; this will help us to narrow down
the current problem.

The "IIS Admin" service was disabled. I set it to Automatic, then tried to
start it. It gave me this error:

Windows could not start the IIS Admin on Local Computer. For more
information, review th System Event Log. If this is a non-Microsoft service,
contact the service vendor, and refer to service-specific error code
-2147418113.

I checked the Security event log for the time I tried starting it and
noticed this Failure Audit event:

even, an "IIS Admin stop event" and this error event:

From the security log, I suggest you check the identity setting of IIS
admin service. You can try the follow steps to checking:

1 Launch the Services MMC by input "services.msc" in the "Run" shell;
2 Right click "IIS Admin Service" item and choose "Properties";
3 Choose "Log On" tab;
4 Check whether the identity is "Local System account". If not, please
choose the "Local System account" and uncheck the "Allow service to
interact with desktop" option.

Finally, please start the IIS Admin Service again and check whether the
problem still occurred.

It already had "Local System Account" selected, and the "Allow service to
interact with desktop" box was already unchecked.

Please open Component Service->DCOM Config. Open the IIS Admin Service
component's property. In its Security tab, grant System account with
Launch/Activation and Acess permission.

Then please restart the machine to see if the problem goes away.

The permissions were already set as you specified, so I recorded the current
settings, changed them back to "Use Default", applied the changes then
"Customized" and added them back in and rebooted. Same problem, again.

What is the error code you saw in the details of the DCOM error? Could you
please use the copy button on the event details dialog to copy the whole
event and paste it here for me to take a look?

Hi,

I have the same problem on one of my computers. The problem started
happening recently. I don't know why. I suspect an install of some
software or a Microsoft update.

I believe the original post already contains the information you are
looking for. The exact event message from the system log. If you need
more information, let me know what I need to do.

Is there a way to tell what programs and updates I have installed on my
computer on certain dates? I know approximate date of when this started
happening and if I can find out what I installed on that date, it might
help.
