if server only has 1 ip address configured then there is no reason to
configure a site on that server to specifically use that address (as opposed
to "all unassigned"), correct?

if the above configuration is in place, changing the site to "all
unassigned" should have no impact (i.e; site restart), correct?

Just make sure you have DNS setup properly.
