I know you are talking about IIS5 on Windows 2000 (and enabling WebDAV would
get you that ability - and beware of some bugs in older Office applications
that will pop up extra security dialogs on save, etc), but I just have to
say that the user experience and setup is so much better/easier/secure on
Windows Server 2003.
For your Internet and Intranet scenarios, try Sharepoint on Windows Server
2003 Small Business Edition. It's basically one server that does it all for
organizations of 1-75 people, and it does it economically (FAR cheaper
license than if you tried to piece it together and far easier to
install/maintain). Very, very slick how Office applications nicely
integrate with it to support multi-user collaboration and even control who
can edit what.
I'm not a Sharepoint expert, but I've used several Sharepoint sites and it
amazes me that the basic version comes for free with Windows Server 2003.
And it's available and installed/configured by default on Windows Server
2003 Small Business Edition.
Otherwise, you will have to manually cobble together the pieces, and the
user experience just is not as good.
Just my 2 cents.
