2000.
But our management wants to save on servers and wants to place the ISA
server on a WEB server. It will be ISA 2004 standard edition. The
following document describes the way to install it.

My question is, is it save to do so and what are the reason not to
install it on a WEB server with IIS 6.0?

It is less safe than installing on a separate server. It is more safe
than injstalling on an unpatched server with no ISA or firewall
protection. A failure in the ISA or web configuration can compromise
the server, which is why it's no suggested. But it saves a box, which
meets the mandate of management.
