We had to rename the Windows 2003 server, after installing IIS. Is it
necessary to reinstall IIS?

I ask, because the "Default Web Site" was appearing in IIS both before and
after the renaming. Now, it's gone. All we did was install Windows
SharePointServices and create a new web application

IIS is fine with machine renames.

Web Applications which run on IIS may have bugs which assume the
format of certain user accounts which contain the machine name, but
that is a bug within the Web Application. It may look like IIS failing
when it is the web application, though.

IIS is unable to modify its configuration, so if the "Default Web
Site" is gone, usually either someone delete it, or someone ran some
program/setup which deleted it.
