When connecting to an FTP server with SSL do you still need a user ID
password to authenticate to the server. Or does the cert. that the
client downlaoded handles the authentication with the server.

Forgive me folks, I tried to look for the answer and could not find
one. I also browsed the RFC 2228 and didn't see what I want.

Well, at least for MS FTP (=IIS) one needs to provide an
username/password if anonymous access is turned down:
