Im trying to open port 3101 on my server.
Running Exchange and Proxy.

Does anyone know how to?

You open the port in the firewall. This has nothing to do with IIS.

If you do not know how to configure the Firewall, i suggest that you either
read the documentation, or ask in a newsgroup related to your firewall.

And you don't want to be using a Port that is already in use with your
Server. Here you will find a list of Ports:

You do it in Proxy, not IIS. Try a Proxy/ISA group.
