I need to make a change to the metabase so that a particular website can
upload files that are larger than 200kb.

I was told:

Open your metabase.XML which is located in c:\Windows\System32\Inetsrv
find the line "AspMaxRequestEntityAllowed" and change it to 1073741824".
This is 1GB - of course you can enter another value to suite your needs.

So I stopped the WWW Publishing Service, made the change, went to save
but was told I couldn't. Whats going on? Is this not the correct way to
do what I want? Is there a better way to do this?

Try checking Enable Direct Metabase Edit in order to modify the metabase.
Right click on the server name in the IIS MMC, choose Properties, you
should see this option. Check it, and restart IIS and see if you can
modify the metabase now.
