I'm assuming you are trying to add a page through FrontPage. The question
may be better answered in our FrontPage newsgroup

You may want to check a few things
Is the site open locally or remotely? (http://<path> or c:\<path>)
Can you create a new site and add pages?
Can check the security permissions going through FrontPage?
Have you done a check on the server extensions?
What is the exact error message you are getting?
Are there any events in the event viewer?

Thank you for choosing Microsoft

As I indicated before the question is going to be answered in our FrontPage
Newsgroup.

If the site is open remotely and you are unable to add a folder. You might
want to try to create a local site and see if you can add a page and/or
folder.
