Hello,
First off you need to turn off the friendly error messages in IE so we can
see a more descriptive error messages rather than "Page cannot be
displayed". To do that, go to IE-> Tools-> Internet Options-> Advanced
tab-> uncheck Show friendly http error messages. Close this browser window,
open a new one and repeat the operation. Whats the error displayed in the
browser now?
Also, I noticed that you are still using the .htr pages for the password
change functionality which have been replaced with .asp pages for security
reasons. Please follow the following links to get the asp pages and am sure
this will take care of the other issue as well

Good luck,
