Hello David,
The error states that a file needed by IIS to start, is in use. To
troubleshoot which file, my suggestion would be to disable all 3rd party
software and stop their services. Then try to start IIS. If that still
fails, then try to download a tool from www.sysinternals.com named handle
and also another named filemon. Use filemon and handle to see what files
are being accessed at the time of the attempt to start the process. Track
down the service that has a hold on the file (or user) and disable or kill.
