It appears as though IIS 6.0 is adding random IP addresses to the ip address
and domain name restrictions list. Is there an enhancement in IIS 6.0 that
automatically adds ip addresses based on failed authentication attempts? If
so, how do I disable this feature.

No, this feature does not exist. Do you have any custom made applications
(ISAPI) running on IIS that could do be doing this?

Try checking that you haven't recently added this server to a MOM2005 management pack. The IIS Management pack that comes with MOM2005 on the CD turns on a Security: Error 401: ?Access Denied? Event that inserts IP addresses to block.

Also, get a fresh copy of the Management pack from Microsoft Web if this is the case.
