Hello Gregg,
The official answer is that you cannot use IIS on Windows XP Home Edition,
and you need to upgrade to Pro to use IIS.
Another working solution for you is to use WebMatrix[1] to develop ASP.NET.
You can also use Cassini webserver[2], which is a free webserver that can
host ASP.NET pages.
Some people say that it is possible to use IIS on Home Edition[3], but i
doubt.
I would recommend you to use Cassini Webserver, it should work fine for you!
