Whenever I restart the WindowsXP, the default web site
(localhost) must be restarted through IIS. This is just a
recent occurrence. I get no event or error notification,
and the default web starts fine from the IIS interface.

Any clues to fixing this problem would be greatly
appreciated.

Is the IIS Admin Service set to automatic?

Yes, IIS is set to Automatic by Hal

IIS is set to automatic.

It just appears like the default web site, which is
localhost, is stopped.

Reboot and then run services.msc again. Is the IIS Admin Service started?

The IIS Admin Service is started but the default website isn't....Hm...

Can you try re-installing IIS and seeing if that still happens? (uninstall,
reboot, re-install)
