Windows 2000 IIS fails on install with this error message

Exception calling handler routine for iis.
handler address is blahblahfunction=0xa
etc

I look in the iis5.log and it says. Realloc FAILED out of
memory.

This is a cluster for windows 2000, that has been running
fine. but after install IIS the first time the MMC, would
not work, now after an un-install the re-install won't
work. Please help. Thanks!

I've seen that happen when the original CD image was bad.
