Yes, except XP Home, others XP family products should have IIS included.

I suspect this is not the case with Media Center Edition. I used to
have an XP Pro box but both my PC's are now Media Center Edition.

Where can I look to see if it is installed. I don't see it in Admin
Tools / Services.

If it is not part of / and can not be downloaded to install on, a MCE
PC this forces the user to use Apache or something, e.g. for a Browser
based app (e.g. SugarCRM).

Also I wonder how a MCE user can test web pages developed in
FrontPage?

After you installed it via add/remove windows component.
then go to administrative tool - Internet Information Services.....

Yupe. I don't have MC box now, but I'm confirmed that I have seen many MC
users claimed that they have successfully get IIS installed.
