That seems to be a dead link at the moment. However the bulletin says that
this patch is included in Windows 2000 Service Pack 4. Can you install that
instead?

Hi George,

You can download this update from Windows Update Catalog. Go to:

http://v4.windowsupdate.microsoft.com/catalog/en/default.asp

In the OS list, select your OS (i found it under Windows 2000 SP2), and
click Advanced Search. Write 811114 in the search box.

SP4 for Windows 2000 includes this security update. I would recommend
installing SP4 if not already done.
