Clicking on the Start button and nothing happens.
The window Personal Web Manager indicates the service
hasn't been started.

In addition the World Wide Web Publishing Service is
started as indicated in the Services window however I'm
getting the folllowing error in my windows 2000 event log:

The World Wide Web Publishing Service terminated with the
following error:
The specified module could not be found.

Any ideas?

Go to Start | Settings | Control Panel | Administrative Tools | Internet =
Services Manager | Select your ComputerName in the tree on the left. =
What does it say on the right hand side for Default Web Site under =
State? I am assuming we are using Windows 2000 and IIS 5.

George you assume correct - I am using windows 2000 and
IIS 5.

The Default Web Site's state is stopped. [port:80]. If I
attempt to start the service a small pop-up window
appears "network is down".

Further the Default SMTP Virtual Server state is stopped
with a status field message "A socket operation
encountered a dead network".

The Default FTP Site state is also also stopped.

I'm sure the following error in the event log - system log
are relevant but I'm not able resolve them either :

Event Type: Error
Event Source: W3SVC
Event Category: None
Event ID: 115
Date: 10/07/2003
Time: 11:02:21
User: N/A
Computer: VIMAL
Description:
The service could not bind instance 1. The data is the
error code.

OK let's try this next. Go to Start | Settings | Network and Dial-up =
Connections | Advanced | Advanced Settings... What do you have for =
Bindings for Local Area Connection (which should appear first in the top =
box)? In the bottom box with Local Area Connection selected in top box, =
do you have File and Printer Sharing first and Client for Microsoft =
Networks under that? And under each of them do you have Internet =
Protocol (TCP/IP) and then NetBEUI Protocol following? What do you have =
in right-click Internet Explorer icon on desktop | Properties | =
Connection | for the Dial-up and Virtual Private Network settings?

IIS ver : 5.0

Default Web Site State : Stopped
Default FTP Site State : Stopped
Default STMP Virtual Server State : Stopped
Default STMP Virtual Server Status : A socket operation
encountered a dead network

Attempting to start the Default Web Site via the Internet
Services Manager the message 'Network is down' appears.
Not sure which network this message pertains to, since I
have no network apart from my broadband connection (which
is working).

In addition the following same error appear in the event
viewer for the sources MSFTPSVC, SMTPPSVC and W3SVC.
Event Type: Error

Event ID: 115
