As usual, the folks at Dell are wrong. :)
For your issue, if you have not added a web site you will get the
welcome page. You also get that if you add a site but don't provide
any means of distinguishing it from the default one, either separate
IP addresses, separate ports or host headers.
I would think a T1 would (or could) come with public IP addresses you
could use. But if you have a single IP, the most practical solution
is host headers:
