I posted this in the ISA group, but thought it might also apply here in a
more general form. If I have certificates required with name mapping to AD
accounts, how can I display a message to a user before they actually
"login." Basically, the client requires a monitoring message to be
displayed prior to the user login in for the first time each day.

Any help would be appreciated,

I am not aware of any public and open authentication protocols which
behave like that. Thus, web browsers won't behave like that, to
display such messages prior to user login.

Proprietary/custom authentication protocols can do such things on the
actual login page, which work with web browsers because it doesn't
think it is logging in -- it just looks like stuff being posted back
and forth.

For example, on login to Windows, it is possible to customize such
text to appear on login.
