I understand that I cannot restore IIS metabase from a server to another
server. So what should I do to prepare when a web server is completely dead
and I have to build a new box completely from ground? I googled, saw that I
can copy IIS metabase from server to server but let say all I have now is a
tape of last night backup with Metabase daily backed up to its default
location. Given these, it seems that I need more in order to restore IIS on
a new box. Please advice.

If you are doing a full server restore (including system state) then you can
use the same metabase. Becuase the server name, and accounts, and SID and
everything that is unique to the server will have been restored. So you can
use the same metabase.
