I can publish to the web but I noticed that when I am trying to publish to
the webpage { I do have a web presence } it does not ask me for a password
and that means and noticed anyone can publish to the page. So far I have been
lucky. How do I secure the webpublishing part so that only a select few can
do that.

I run my own web server, so I cannot ask any ISP about it. Thanks in advance
for any valuable advice that may resolce my dilemna

First, it's likely your using FrontPage, though you negelcted to tell
us that. You'll want to check the FrontPage groups for help there.
If not, check the group relevant to your "publishing" software.

Also, how do you *know* others can publish as well as you?
