For anonymous user connection - no CAL needed.
For authentication connection - one CAL per user
For SSL connection - one CAL per connection

SSL anonymous use connections do not require CALs. However, there is a bug
in IIS5 which limits anonymous SSL connections to the number of CALs defined
on the system. There is a hotfix for this bug: http://support.microsoft.com/kb/264908/en-us
