It would be helpful to share the b-s error code that you do not recognize.
Without additional information provided, I can only recommend to rebuild the
server since you have already done a couple of other destructive
reinstallation actions that render any investigation useless. Exact sequence
to reproduce an issue matters, and without a sequence, I can only recommend
to rebuild starting from SP1.
Most of the times that I see upgrades fail, it is related to some customer
related configuration of security-hardening steps.

We installed Service Pack 1 on our Windows Server 2003 Ent Ed. box and now
IIS refuses to start! The IIS Admin service runs, but the WWW Service won't
start. It consistently fails with a b-s error code that Windows doesn't
recognize, and I can't find a reference to online.
I've removed IIS and reinstalled it.
I rolled back the Service Pack Install. And even reinstalled it when that
didn't work.
I've tried damn near everything, and I am STUCK.
PLEASE, somebody more versed in IIS admin, lend me a hand, I have no idea at
this point!
