I believe it's in Add/Remove Programs -> Add/Remove Windows Components ->
IIS (in a sub-section of "IIS")

Hello,

Have you installed it? As far as i know, it is not installed by default in
IIS 5.0. You should be able to install it from Add/Remove Windows
Components.
