I have a 2003 server running multiple web sites on IIS 6.0. I am still in
setup mode so these are not critical yet. Got online today to update
security patches, and all sites were 'stopped'. I can start the admin sites,
but the default web site and the others that I added will not start. They
all present an error stating:

process cannot access the file because it is in use by another process

?? Help! ??

I have tried restarting the service, 'disconnect' & reconnect within IIS,
and restarting the machine. Nothing seems to help. I deleted one of the
sites and created a new one pointing to the same folder and it works, but
since I don't know why the others stopped, I don't know how long this one
will keep working?!?

TIA

Can you check in the event log for any related errors that may be recorded?

Probably need to check these problem sites' tcp port setting(Web Site
tab). I found when we start a site with a port already occupied by
another site. IIS reports the error:
'IIS was unable to start the site. Another site may already be using
the port you configured...'

but when the port is occupied by other 'unknown processes', the error
message just becomes:
'The process cannot access the file because it is being used by
another process'.
(I can simply reproduce this by assisgn ftp 21 port to a site and
start it.)

To check your machine's current ports usage, try the following

Let us know if the problem persists.
