I am hoping to use IIS 6 and BITS as a mechanism to upload files from remote
sites to a centralized server. I've done some test configurations, and the
bandwidth throttling features of IIS 6 seem to affect BITS downloads, but
not uploads. Is there some other way to affect the upload rate of BITS at
the IIS server?

Hi mrxether,

You may need a front-end ISA proxy server to perform such task. As I
know so far it's the only solid way to manage incoming connections'
bandwidth throttling. Please refer to the following article:
