I wondering if it's possible to setup Windows 2003 Server and IIS 6.0 to
monitor the bandwith on each web site created without having some third
party software do the monitoring for me? I am looking at offering cheap web
services for clients and want to be able keep track if they go over their
monthly limits.

You could use Log Parser to query and sum Bytes Sent (sc-bytes) from the IIS
log files.
