That is not a native IIS error.
Either an application running on the server (eg ASP, or CF or similar) has
been programmed to return that error, or you have some kind of proxy server
that returns that error, or you have a custom error configured on the server
(and your web developer/designer created a page that looks like what you are
seeing). IIS itself does not return errors like that.
