Hello,
You use NTFS to restrict access to files and folders, was that was you were
asking for?
The FTP Server is not of type "Secure FTP", and the communication is not
encrypted. You cannot change this behavior, unless you have the
communication in a tunnel, such as VPN.
IE can act as a FTP client, so yes, you can use IE to communicate with the
FTP server.
