When I view my website on my laptop it looks good. When I view it on a
desktop computer (with a 17 inch monitor) everything appears larger and it
doesn't look as good. How do I get it to look the same no matter if it's
being viewed on a laptop or a desktop monitor?

Build your pages in tables (fix px or % width to fill the screen)
The space bar is not a design tool

The size of the monitor does not matter, the size of the browser being used
is all important.
A site viewed in a 800x600 window on a laptop will be exactly the same as
the same page viewed in the same browser in a 800x600 window on any
desktop, with any screen size, with any screen resolution (800x600 or
better).
