general terms it is because you used any or all of the following:
A fluid layout - tables set to % widths combined with:
Absolute Positioning: The absolutely positioned elements of the page
will not move, but the rest of the page contents will.
This movement occurs when the browser in use has a different size to
that you designed for, and/or the user has adjusted the font size so
that they can read the content comfortably.
