I'm still confused, hoping I can straighten it out in my mind. I've
come to the conclusion
that I should keep the Text size less then 12 so individuals can have
the opportunity to increase
the size on their Brower and still keep things in place. I'm really a
green horn, and I'm wondering if
jumping into Expression might be the thing for me to do. Any Advice?

Set the text size to less than 12 what? Points? Pixels? Inches?

If you wish all users to be able to readjust the font size then use ems,
%, or keywords such as small, medium or large. With most browsers with
View->text Size set to Normal, and the Windows setting at normal fonts
(as opposed to Large fonts), .8em or 80% will give a font size similar
to 10pt text in a Word document, 1em or 100% will give approx. 12pt
text.
Keywords are more complex - in Quirks mode in IE (no valid, or an
incomplete, !Doctype) "small" is 12pt text, x-small is 10pt. In
Standards mode in IE, and most other browsers in either mode, "medium"
is 12pt text, small is 10pt.
