How do I only display the save as option for downloads?

When creating hyperlinks to a file the clients get the file download option
box that allows and open or save as option.

I want to force people to only save the file. Not open from current
location.

How can I disable this option?

You can't. It's a function of the browser.

Make it a zipped file and it will always force a download.
