Hi Icehock,
You have to use tables or CSS layout that will scale to the visitors screen resolution or use a common fixed size such as 800 x 600
and design within it.
For example, to design to 800 x 600 you'd create a single cell table of 760 pixel wide, the 40 pixels are used for the vertical
scroll bar. You'd then design inside of that single cell.
