Why isn't my page title working?

I am trying to start the SEO tasks on my new webpage. This is the first time
I've developed a web page and my first time using frontpage. I'm trying to
add a page title to my pages, but it's not taking.

If I go to page properties on the actual page, the Title field is not
active. If I go to the Properties box from the folders list, the Title field
is active, but my entry does not take. I can click apply, and nothing
happens, and I can click ok, and nothing happens. My title is not saved.
This happens on all my pages, not just one.

This seems like such a simple thing, so I don't understand what's going on.
Any suggestions? Thanks!

Are you using a DWT for the pages in your site?
