I have frontpage under program files, version 3.0. I have a help file, the
fpecommenu , answer wizard and the compiled HTML help file. I cannot expand
the help index entries to get the help I need nor can I open a window with
the program. I have Works Suite and cannot located the frontpage file on any
CD. What am I missing?

You are missing FrontPage. The folder and V3.0 files in Program Files are
part of the operating system, and have nothing to do with FrontPage the web
editor.
FrontPage needs to be installed, either from an Office CD containing
FrontPage (and only a few old editions of Office do contain FP) or from the
stand-alone FrontPage CD.

You do not have Frontpage. The 3.0 files are not frontpage. You have
to purchase the program.
