When i open my front page folder it opens the version3.0 folder after which
it opens the bin folder.When i click on this bin folder it does not have
anyting in it at all it displays a blank. I have never used my Frontpage
before. Why is it empty?How can i get around the problem?

Have you installed FrontPage? The Program Files/FrontPage folder is
part of the operating system, not a program, and it usually is as you
found it.

FrontPAge, if installed, lives in
Program Files\Microsoft Office\Office11 (for FrontPage 2003).

There should be an entry in the Programs list, usually under Microsoft
Office.

That file is not FrontPage. It is part of the Windows System files.
You need to purchase and install FrontPage.
