front Page 2003 help with blinking text

I have followed the help files but the text is still not blinking what am I
doing wrong here is the code I am using

Soon</blink>

is there an issue in my coding or is it a problem with Front Page

and before you run off and try to do it via CSS styling, IE does not do that
either.

Which is a good thing because it gets really annoying after awhile

after a while?...no, it's annoying immediately, and can be a health issue

Yep, blinking text, objects, and flashing content may trigger seizures in
people with photosensitive epilepsy

And part of the 508 accessibility standards restrict blinky content- it
needs to be less than 2 blinks per second or to more than 55 blinks per
second.
