Sorry to ask such a basic question, but how do I ensure
that my website appears the same no matter what
resolution setting a visitor may have? I've discovered
that my site loses its format if the site was not created
using the same resolution as the user...

Best you can do is either design in % width tables or in a fixed width table of ~750 px
