How can I easily get all pages to use the included Banner page background colour? (do I have to use a table?)

I am using an Include (Insert | Web component | Included Content | Page ) to
add a banner to every page in my site. When I change the background colour
on my banner.html page it does not propagate to all other pages. It will
propagate if I create a table in my Banner page though and change the cell
formatting background colour.

How can I easily get all pages to use the included Banner page background
colour?
