Using % to specify all values in a database query.

I am trying to give users a choice with a drop down box to
pick a single month in the year or all months in the year
to query a database by using % as the value for a choice
called All Values which I read about in a KB article. It
does not work. I get no results out of the query when I
choose the All Values option, but do get results when I
choose an actual month.
