Unable to create a disked based web because its parent web would not be a disked based web

I am running an IIS server and I'm trying to create a new web in the
staging part of that server in Frontpage 2003. I create a new folder
in staging/opened staging in Frontpage/right click to convert to web
and get the error messsage, "Unable to create a disk-based web". I
created the web as a virtual web on the IIS server but still get the
message.

Can anyone help?

Open the root web in FP as a server based web (http://localhost)
Create the subweb using Tools Server Admin
