I am looking for some instructions on how to create page
templates/theme using FrontPage. No doubt I am looking in
all the wrong places!

Templates and Themes are 2 different things

For a new page Template select File Save As and select the FrontPage Template (.tem) format:

To Create / Modify a theme use Format Theme, select one and modify it, then save as a new theme name
