My web site has a lot of space that I would like to offer for FREE
advertsing to other companies. Where should I apply?

I was advised that I can temporarily restrict access to my website by
limiting IP address just to one computer (my own). Is it possible to do
through my web host control panel? Does my deskop has its own permanent IP
address?

Depends on the facilities provided by the Control Panel. If on a Unix
server, you may be able to do this using .htaccess.
BUT
Unless your ISP provides a fixed IP address (most do not) then your
desktop's public IP address will change every time you restart the
internet connection, and perhaps more often than that. The IP
addresses assigned may be in one range or several ranges.
