Hi,

I have been bothered by this question for a while, and what is the most
popular or "default" screen resolution should we consider when developing a
site?

If I remembered correctly, 1024x768 was the old "recommended" resolution for
many sites, and is there a newer one?

I do understand that it may not be a "standard" and may vary from areas and
countries by countries.

But I wish to have a more close to standard guideline.

Many thanks in advance.

There is none / never was one
But if you are designing for the broadest audience stick w/ 800x600 (760 wide design)

PS
has nothing to do w/ a users screen resolution
- it is the users browser viewport (browser window size)

For 800 x 600, everything is :((

Could you kindly point me where could I find more information about "browser
viewport"?

It may not relate to screen resolution, but some images and colors look
nicer on higher resolution screen but kind of distorted on a lower quality
monitor. Example will be like a click button with light pink color, which
looks very nice on some monitors but kind of dirty on a few lower quality
monitors.

So what I am doing now is trying to trying to do the work on some lower
quality screens, which is a waste of my good quality monitors.

See http://computing-dictionary.thefreedictionary.com/viewport

Rendering quality (of a user screen resolution) and web page design size (for a users browser window) are not related
- other than the lower you go in resolution the smaller the maximum possible viewport is
- rendering quality is more related to color quality settings than resolution

Just because a user has a higher than 800x600 resolution screen does Not mean they are using the browser at full screen
- most don't anymore
