You are using Word/Shape art absolutely positioned and MS Office created pages (MS Word)
- all of which is only supported by IE

Remove all the Word/Shape art and use images
Create your pages in FP, not in Word

You can still use Word Art by displaying it onscreen with Word, performing a
screen capture, cropping/editing the captured image, and saving it as GIF or
JPG.

Actually if you're using word art in FrontPage, the image will already be
created and saved in a folder named gradients## inside your web in FP 2003. (
## corresponding the work art style number)
