I have a hyperlink to an image which opens to its own window. The image is
larger than the screen size so normally shrinks to fit in whatever the
window size is. Can I have the same link but the image to open at full size
and you have to use the scroll bars to view the whole image.

Behavior depends on browser and user settings. Yes, if you want to use
javascript to open the window. See the explantion here:
