Are these "loose" pages or did you actually create a web/site at c:\data ?
Is this for the internet or for an intranet?
If you haven't created these pages in a web/site, that would be your first
step. If all those pages are in \data you could convert \data to a
web/site...however, I'm not sure you'd want your web in the root of c:. ----
Are you running IIS on your machine or just disc-based web?
Second step would be to create an index page and then create your directory
or dropdowns (whatever) there on the index page.
